Key Points
- Scale AI, valued at $29 billion, has opened a UAE office at Dubai International Financial Centre.
- The company supplies the training data infrastructure behind models built by OpenAI, Nvidia, Meta and the US military.
- Its arrival places a core supplier of AI training data inside Dubai's state-backed AI campus.
The latest:
A $29 billion American AI infrastructure company now has a Dubai address. Scale AI said on Monday it has established a UAE office at the Dubai International Financial Centre, with the announcement made at a signing ceremony during the Dubai AI Festival. The branch sits inside the Dubai AI Campus at DIFC.
Details:
- The company: Scale AI was founded in 2016 and employs more than 1,000 people, according to the company. It builds the tools other technology firms rely on to make their AI systems more reliable, and describes itself as a data-centric, end-to-end AI infrastructure provider rather than a model developer.
- What it actually does: Its software identifies items in images, tags subjects across large volumes of text and labels that information so it can be used to train AI applications and chatbots. The company says the process is largely automated, with humans able to review and correct outputs.
- The client list: Scale AI lists Meta, Cisco, Instacart, Nvidia, Cohere, OpenAI, Microsoft and Time among its customers, alongside the US Air Force and the US Army. The defence contracts place the firm in a narrow group of commercial AI suppliers working directly with American military branches.
- The executive line: Trevor Thompson, global managing director, said the UAE has set a clear and ambitious vision for AI and is now applying it across government and the economy. He framed the DIFC move as a long-term commitment and said the firm intends to help UAE institutions build AI they can trust for critical decisions.
- The location: The UAE branch operates from the Dubai AI Campus at DIFC, part of the Dubai Universal Blueprint for Artificial Intelligence. Scale AI described the campus as a structure that “brings together infrastructure, business support and international connections for AI companies building in Dubai”.
- The founder: Alexandr Wang started the company shortly after dropping out of the Massachusetts Institute of Technology, betting that AI development would create demand for high-quality managed training data. His rise placed him alongside Nvidia’s Jensen Huang and OpenAI’s Sam Altman, and he has testified before the US Congress.
- The leadership churn: Wang left in June for Meta after the social media company announced a significant investment in Scale AI, and now serves as Meta’s chief AI officer, developing consumer products including Muse and Muse Image. Jason Droege was interim chief executive before Francis deSouza, Google Cloud’s former chief operating officer, succeeded Wang in July.
- Undisclosed terms: Scale AI did not state how many staff the Dubai office will employ, name any UAE institutions it will work with, or put a value on the investment. No timeline was given for scaling the local operation beyond the initial campus presence.
Background:
Scale AI sits upstream of the AI boom: model developers cannot train large language models without organised, labelled data, and the company has become a default supplier of it. That position is what made Meta’s investment in the firm this year notable.
Between the lines:
The signing was staged at a government-backed festival and the office placed inside a state blueprint campus, and Thompson’s reference to government use cases points at public-sector contracts rather than purely commercial ones. A firm that already serves the US Air Force and Army building tools for UAE institutions puts the same supplier inside two separate state systems.
What’s next
Watch for the first named UAE government or institutional contracts out of the DIFC office, any disclosed headcount targets, and whether deSouza’s first full year as chief executive brings further Gulf expansion beyond Dubai.
